Fresh Install Windows 7 Slow Boot

I'm using a Liteon SSD 256GB and a fresh install of Windows 7 Ultimate. I've installed Windows 7 on it previously and it would boot in less than 17 seconds. I've tried reformatting and reinstalling Windows 7 but it didn't fix the issue. When I try to boot in Safe Mode, it gets stuck in loading and freezes. My graphics card also doesn't work and gives me Code 43. I've installed all the latest Windows updates and drivers for the graphics card with no improvement. I'm not sure why on this particular install of Windows that it takes 7+ minutes to boot and it never had that problem before, not to mention all the other issues its having.

Any help is appreciated.

I did a clean install of Windows because things were beginning to run too slowly for my needs. Chrome wasn't functioning properly and it was increasingly more difficult to do my programming work with things running as slowly as they were. I formatted the drive and performed a clean install as instructed, twice to make sure I did things properly, and it still has the slow boot. Once booted, it runs fine with the exception of the graphics card not working right and Safe Mode not working. I've included a screen capture of my Disk Management.

I see you don't have a Reserve partition. That is okay as long as it boots.

What I'm looking for is a clue why you have a 7 min. boot.

Have you checked to see if you have the newest firmware for your
Liteon SSD?

I have never heard of a Liteon SSD.

We need to know exactly what motherboard you have.

I've changed hard drives since I last updated to a Samsung 250GB SSD and now the graphics card works, however the boot time is still incredibly long. I'm convinced it's the OS since everything is currently up to date. Here is a list of my system specs.

Changing hard drives/ssd should not make a video card work better.
Using a ssd instead of a hard drive will speed things up a lot.

According to your picture in post #3 you only have 41gb use on the SSD. That is not a lot.
I would still like to see msconfig/Startup picture.

Also give me a picture of Task Manager like this from your computer.

So far I see nothing that indicates why a slow boot (7 min.)
Uncheck your nVidia and Steam in the Startup. Restart and then Shut Down.

From a cold boot check the boot time.

I noticed that I don't see a anti virus installed.
What anti virus do you use and is it installed?

A Fresh install (Clean Install) should not need sfc /scannow but it can't hurt and it's free.

I'm no sfc log expert but that seem like a lot of repairs for a Clean Install.

Reboot and run sfc /scannow again and see if their are any more problems.

The reason you reboot after running sfc /scannow when their is a problem. Windows 7 at times does the repairs during the reboot when things are not running.

***What anti virus are you using?***
You should not go on line with this computer without a anti virus program installed and updated. You can get infected in a few m/s and that will also slow things down and other bad things.
