games & programs scattering my desktop icons!

I run at 1600 x 900 16:9 widescreen resolution, which is what my monitor is made for. This means I can stack 8 desktop icons/shortcuts vertically. But I don't keep a full flood of icons on there(it's 7 x 4 right now). This does not always happen but about 50% of the time when I play a fullscreen game in which the resolution is set lower, I exit the game to find my desktop icons scattered all over, pushed down and such. The only "cure" I know is to stack a full set of 8 icons vertically but either way, this is getting really annoying. Can I just lock the icons in place?

Why not just launch the games from the games Library and delete the icons on the desktop all together?

If you put the icons into a dock (e.g. Rocket Dock) or into a Toolbar (right click on the taskbar), then the problem goes away. A change of resolution will scramble icons on the desktop.
