hangs on starting windows screen then error 0x00000007e

I accidentally shutdown my toshiba sattelite pro during startup but now its hanging on the starting windows screen. It eventually loads After 10-15 minutes to a black screen with cursor i can move the cursor no startbar or icons. Nothing. It then goes bsod with error 0x00000007e
start up repair is unsuccessful and has code 0x45d
safe mode suffers the same issue -black screen with cursor.
the only shortcuts that work are sticky keys and ease of access.
I don't have a system restore point although i set them every few months..
Please advise

I've listed the usual causes for the 0x7E bugcheck you mentioned, there aren't many left with your description but keep in mind that this are only the usual cases, it could very well be that the cause isn't listed.
  • Insufficient disk space,
  • Device driver,
  • Video card, not used in safe mode
  • BIOS,
  • Breakpoint with no debugger attached,
  • Hardware incompatibility,
  • Faulty system service, these are 3rd party services which are not present in safe mode
  • Memory,
  • 3rd party remote control.

I know that with Windows 7 it sometimes could take some time to get into safe mode, but that is normally only with SSDs.
Do you have a SSD?
How long did you wait for the black screen to go away in safe mode?

I don't have an SSD.
I've not knowingly updated or installed any drivers recently.
Bios or memory are a possibility i guess but not sure how to check.

Disk space shouldn't be an issue, although I was in the red I cleared around 10gb a few days ago.

The black screen never goes away in safe mode, I can move the cursor but there is nothing else. Then after a few minutes i get bsod.

If you get a BSOD in safe mode too it means we can rule out drivers too, because 99% of the drivers aren't loaded in safe mode. The 1% is from Windows itself.

Could you fill in your system specs so far you can as detailed as possible please.

For the memory there is a test & for the BIOS you may be able to flash it when you are in the BIOS if you're not running the most recent stable version.

MemTest86+ needs to be run for at least 8 complete passes for conclusive results. Set it running before you go to bed and leave it overnight. We're looking for zero errors here. Even a single error will indicate RAM failure.


Make a photo of the result and post it.

Addition:
If errors show up you can stop the test, remove all sticks but 1 and test this single stick in each slot for 8 passes or until errors show, switch sticks and repeat.
If errors show up and you see them a lot later, no problem, the errors don't affect the test.

Hi again,
I've done the memtest as recommended. After passes it had still found nothing but by 10 passes errors started appearing. Pics included.
Is now the time to swap out ram and test individually?

System specs as best possible are:

I see an extra problem, you're using 2 different memory make & models.
Using different memory make & models can cause various of problems, this is why a kit is the best to use.

Best next step would be to swap your current memory and get a kit instead.

By kit do you mean 2 sticks of the same brand?
These ram have worked fine together for the past few years so wouldn't start conflicting now would they?
Would you suggest replacing them would resolve my issue? I don't want to start throwing too much money at it as its only a cheap laptop.

Yep.

Hardware can fail at any time, it is sometimes unpredictable but other times it can be predicted like with hard drives you can see with software when you need to replace it.

Memory isn't very expensive + if it doesn't resolve your issue then your motherboard is faulty & you could simply return the memory Though faulty slots is the worst case which I have seen only a few times in the hundreds of times (or maybe thousands).
If the worst is the case then you need to get a new laptop.

Just tested swapping the the memory in my local computer store and still had the same issue.
He suggested the only fix was a clean install of windows.
Can you think of anything else it could be before i try that?

A clean install won't help at all when the problem is hardware.
The only fix is replacement of hardware.

If i put the harddrive in a different laptop would it startup as normal? There are some files i would like to recover if possible.

The hard drive contains drivers of the laptop, putting it into another laptop would cause problems because the drivers are altered for the specific hardware.
What you can do is add it to the laptop, but don't use it as boot device.
