A couple of notes, one is that File Explorer is on Win8/8.1, renamed from Windows Explorer of Win7 and earlier versions back to Win95 [Win3.x had File Manager]. The other note is that Windows Explorer is pretty much at the core of Windows, can't actually remove it, probably same for File Explorer on Win8/8.1. Windows Explorer can be shut down in Task Manager but usually requires a restart to get it back.
