Hello, :) I'm Scotty.. I need Help, My Computer Will Not Me Access The Multiplier To Over Clock My CPU (Intel (R) Celeron (R) 900 @ 2.20 GHz) I have a laptop yes... But I do have a good cooling pad, my CPU Max Temp "CAN" Reach 227 Degrees F... So Could You Check For Me Please? Could You Help Out? Is There A Program I can Overclock With.. With Out Using System BIO's?

Something's terribly wrong here.
I'm surprised that machine hasn't melted by now.

What monitor are you using to get that temperature reading?!!

I am flabbergasted by that number.

My CPU idles at around 30 degrees centigrade = 86 F.
Under load it never reaches 50C; and that's with stock cooling.

If you are right about that temperature, you'd better be checking out what's causing this problem- Pronto!

And you want to overclock?!

When Idle, And With Cooling Pad, The Temp Is Usually Around 85 F, And The Highest It Got ever was 130 Right now 72 because I just started my computer.

I read that nVidia Overclocking tool will do the job- GPU & CPU.

Why Would The Front Side Bus Lock It?
Back in the day some retail sellers of computers would take 133/166 chips....overclock them and sell them as the faster chips. To stop that Intel started locking the multiplier on their chips...only recently has Intel offered cpu with unlocked multipliers.
ie a chip with a 200 mhz bus with a 15X =3000mhz...3 gig
200mhz with a 16X = 3200...3.2 gig
With a locked multiplier you can't change the X ie 15x 16x, you can bump up the bus speed
ie 210 mhz with a 15X =3150
However changing the bus speed makes the ram run faster and messes up the ram timing....
That said to say this a laptop has a towers worth of stuff squezzed into a very small area...no wasted space...they are run on nice soft blankets...dropped...stepped on...ect...ect....and if anything goes wrong lots of crying about the warranty.
I doubt HP has any overclocking ability at all....but if you have no fear...Google up the laptops family it might have had a faster cpu offered...might could swap it out/if it can be done (some are soldered in).

The NVIDIA overclocking tool is a terrible thing... i've seen a lot of people do quite serious damage with that tool. Even on the NVIDIA forums, you will be told to steer well clear.

Overclocking the CPU should REALLY only be done from the BIOS - Windows based tools for CPU overclocking are not good at the best of times even for very ligh overclocking. GPU overclocking however can be done from within Windows.

Laptop CPU or GPU overclocking is not recommended at all, and should certainly be avoided unfortunately - most do not even support any overclocking features as described by others above.
