How do i fix error message: 0xc0000024 during Windows boot?

How can I fix this?
Starting Windows 7 Home 64 bit by hitting the F12 key I get the Windows Boot Manager screen. And it shows the following error message:

The Windows Boot Configuration Data (BCD) store file contains some invalid information

Object GUID: {cb32059a-fc16-11de-8f0f-0021705fa293}
Description: Windows Recovery Environment
Status: 0xc0000024

I would like to copy a clean slate of the OS to another HDD so i may as well fix the existing one first.
