How to fix windows automatically restart

Hello everyone,
My laptop Toshiba A 305 does restart very often while I recharge the battery, But when I use battery, windows can open smoothly without any restart.
Also When I recharge battery, I only can operate windows in safe mode without any restart.
I tried to clean with my AV in safe mode, I found my programs got infected.
How to fix it?

Do you have a recovery option when you first boot your pc ?

Yes, i have a recovery option but it did not help at all and still having restart automatically. Also Now I have an issue that my battery got dry (30 minutes capacity with full recharged).
Windows still can be loaded smoothly in safe mode. BUT i never try to load windows in safe mode with command prompt because i do not understand the commands.

If you have System Restore enabled, trying restoring your machine to the date before you started having the problems.
