How to make my screen zoom like this?!

That effect looks very much like Camtasia, which is a screencasting/capture program for creating video tutorials.

GiMeSpace Desktop Extender 3D can do the zooming out. It also gives you much more desktop space.
Very usefull and you can still work in the zoomed windows

I was trying to figure this out for quite a while.

Ctrl + Scroll only zooms in on elements within the window,

to zoom in or out on the whole screen, you need to click:

Ctrl + Alt + Scroll (mouse wheel).

To do the "full screen" zoom, you need to have Windows magnifier running. Then use ctrl + alt + scroll.
