how to make speedstep work?

I have a laptop with intel processor 2020m which supports iest technology. I use it mostly for reading pdfs and dont need that much of cpu speed; however it runs at max all the time so the battery is depleting very quickly. Changing win 7 power settings does not do anything; there is no speedstep option in bios. Why intel creates such technologies and microsoft claims their OSs support it when in reality it does not work at all?

Is your chipset driver installed? Are you on the latest version of your BIOS?
