Is this an OEM Windows installation? If so, have you tried a Factory Reset?

My first recommendation would be to reinstall windows. Do a clean install and format the partition windows will be installed to. Backup any documents, pictures etc you want to keep before hand. Be advised though they could be infected so I would scan them all before ever putting them back on my PC.
You say you can't boot from DVD. Did you go into the BIOS and change your boot order so it goes to your DVD drive first?

Did you install windows on this PC originally? Is this DVD a full version or an upgrade version? Check your Windows 7 DVD to be sure it isn't scratched or smudged.

You cannot install drivers BEFORE reinstalling the OS, that doesn't work.

Here are troubleshooting steps to use to try to solve your problems: http://www.sevenforums.com/general-...-lags-every-couple-seconds-2.html#post1131640

If this is the original factory pre-installed OS you have the option to recovery to factory condition by running the Recovery Partition or running the Recovery disk(s). However this will reinstall all of the factory bloatware and useless HP utilities which have better versions built into Win7.

Here are tips to clean reinstall to get the best possible install of Win7: http://www.sevenforums.com/installation-setup/125874-re-install-windows-7-a.html#post1086729

You need to go to the BIOS and set the DVD reader to be the first boot. I suspect that's why you're unable to boot off the DVD.

Set the BIOS to have the DVD be the first boot device, restart the PC, put the DVD in the drive and the computer should pick up the DVD from there and you can do what you need to do.

Hope this helps.
