IE9 already installed but windows updates wants to install. Error 9C48

IE 9 is already installed. But windows update says that an optional update is to install IE 9. When I try to apply the update, I get error code 9C48. Attached are the requested files to troubleshoot the problem.

I have tried everything I could find on the internet from changing permissions in the registry to manually deleting files in the command line.

The sfc /scannow returned with no exceptions found.

Please help, thanks in advance...
