Important updates not downloading (code 80070B9)

I have tried downloading 2 important security updates (KB2446710 & KB2478662) and get the following error message Code 80070BC9.

I have tried rebooting in clean boot mode but still have the same message, can anyone help.

I now don't get an option of any updates, I just constantly get the message "restart your computer to install important updates"

I have followed the steps, surt installed, sfc scan complete with no problems, I clicked windows update and it just tells me to restart the pc. Please find cbs.zip attached

The first thing I noticed on the link is "This article applies to a different version of Windows than the one you are using. Content in this article may not be relevant to you."?

I have never used registry so am a little out of my depth.

I have opened "regedit" as admin. navigated to "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TrustedInstaller\Start"

when double clicking this to edit I don't see a manual/auto option. only the details below

using google I have found that 3 = manual and 2 = automatic.

I have tried changing the 3 to 2 but get the message "error editing value - cannot edit start: error writing the values new content

It's best to use the services.msc control panel, rather than registry edit -

Click on the Start orb
in the Search box, type Services.msc and hit the Enter key
Look in the list for the Windows Modules Installer service
double-click on its entry
and in the General tab, select Automatic from the drop-down box. CLick Apply and OK.

If you still get an error, then we have permissions problems, and will have to address those.

Ok, I have used the services.msc, and selected auto, apply. And ok. Navigated to windows update and told to restart.

Restarted as requested, I then went straight back into services.msc and found that it had reverted back to manual.

I changed it to auto again then clicked windows update. It's then carried out a lengthy "checking for updates" before asking to restart again.

It says "restart your computer to install important updates, windows can't update important files and services while the system is using them. Save any open files and restart the computer, and then try to check for new updates"

I am in selective startup via msconfig

You need to change the service to Auto, click OK and immediately restart - do nothing else in the meantime, or it will reset the flag to manual (which is the normal setting, and reverts after the reboot).
Please try that - only after the reboot should you attempt Windows Update again

Ok, I changed to auto, apply, ok, then restarted the pc. Clicked windows update, says check for updates then quickly says "restart your computer, windows can't update while system is using them"

I have tested changing to auto, apply, ok, restart then going straight back into services to find it reverts to manual, it don't seem to hold the auto setting?

It's not supposed to hold the setting - the reboot logic sets it back to manual at the end of the startup processing, in theory.
Windows Update itself is usually the only thing that sets it to Automatic.

Please post the new windowsupdate.log file - it may show what's happening now.

It seems to relate to problems accessing the COMPONENTS hive - or at least part of it.
However, CheckSUR goes through that area pretty thoroughly. and I would have expected it to show up any problems there.

It may simply be that the transaction manager is broken...
lets try the time-honoured fix :)

Delete all files (*.*) from C:\Windows\System32\config\TxR, next run fsutil resource setautoreset true C:\


Open an Elevated Command Prompt.

At the prompt, run the following commands.

DEL C:\Windows\System32\config\TxR\*.* /q
DEL C:\Windows\System32\config\TxR\*.* /ah /q
fsutil resource setautoreset true C:\

then wait 10 minutes, and reboot - then try Windows Update
