Cannot select almost any items in the drop downs as they are grayed out. Also cannot key in any addresses and get out to the site.
I ran Malwarebytes as it acted like malware. found 9 items and deleted them. did not correct the problem.
WIFI link is good. Received 14 updates and did them. boot up is very slow about 32 seconds.
I did find in a google search that IE is a big problem sometimes.
One suggestion is to install another browser. Will try that this morning at his house.
Its a laptop by Lenovo and I am thinking that perhaps resetting to Factory only alternative.
Has anyone experienced this type of issue?
Would appreciate any suggestions.

There have been a lot of complaints about IE 11 but as I don't use it, I can't tell you much. Try resetting it to defaults. Heres how to do that, straight from MS. (just click on the link) How to reset Internet Explorer settings

If you go with another browser, theres plenty to choose from and most are decent enough. This is one of those personal preference things. I used (and recommended) Opera for many years but disliked the new UI so abandoned it for my "backup" browser Maxthon. Which I could not be happier with by the way. Using FireFox now as a secondary.

Post the scan report that malwarebytes created,
9 is allot possibly run a couple more and post those reports as well,
Grayed out items.... sounds like the corruption has gotten pretty deep in your system = Not a good sign and your User account might need to be replaced ?

You can use these free tools to see if they find anything,
Manually Update them before running full scans,
Try not to use your computer while the scans are running, (one at a time of course).
Uncheck the box to Activate the Free trial from the final install options,

Thank you all for the tips on the problem
One that I got from one of the links was for Microsoft Fixit and it went in and reset the defaults in Explorer as the problem when trying to use tools was that almost all selections were grayed out.
It then upgraded it I think to IE 11 and all is working well.

I wasn't sure the reset would work for such an odd issue as you described but I'm glad it did direct you to an update not sure how long the updated browser version will work ?
