This update keeps coming back every single time I check for new updates, and every time I download it, it downloads successfully, only to come back as an optional update when I check for new updates again. I recently reformatted my computer, and after installing a few updates, my Windows Update is telling me that there are no more important or optional updates available aside from that one, even though I know there are. I don't have Windows Service Pack 2, and countless others. The Windows Update Fix It tool does nothing. Can somebody help me?

Are you still using Microsoft Security Essentials ?
If so download again and re-install on top of MSE that is installed now.
If you are not using MSE now then it has not been un-installed fully.
Try CCleaner or Manual Uninstall Microsoft.

There is no service pack 2 for Win7

Definition updates are released at least daily- unless the same definition number os always quoted, then multiple installs are normal.

There is no such thing as Service Pack 2 for Windows 7.

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file

I had to check another machine, as mine uses a pertpetual Beta version of MSE...
The definition version you posted - Definition 1.201.1939.0 - was issued on 16/7/2015. It's therefore current.

The same update "Definition Update for Microsoft Security Essentials - KB2310138 (Definition 1.201.1939.0) failed on my system yesterday. It did not reappear though and this morning 2018 showed up and auto installed successfully. These updates have always installed without incident for me so it was a surprise. No error message from MSE either. There is one in events - just confirms it failed to update. I noticed that MSE ran scan right after the failure and without the 1939 defs. . I did not notice that it had failed until I opened 'view installed updates' today. So am I missing some defs in MSE?

Often the reason an MSE update fails is simple - it's been replaced on the servers by a more recent one.
Simply do a Check for updates, and try again. You'll probably find that you'll get a later set of definitions.

Am I allowed to disagree with you????? 1939 failed for me on the day it was made available, not the day after. WU tried to update the 1939 defs at 8am that day when 2018 was not on the server. I see the logic in your response, but it seems unlikely.

The specific machine I looked at didn't get 1939.- and I just looked at a couple more Win 7s, and the nearest I got was 1927.

It's always possible that MS uploaded a duff update - it wouldn't be the first time, after all.
