In December 2018, when doing several updates via Windows Update on my W7 Pro x64, one update has failed and it was "security monthly quality rollup". I decided to wait one month for a next revision of this, but after that I still got an error. It's 80073701 for "2018-01 security monthly quality rollup" (KB4480970).
I've run chkdsk, tried reading on the problem on this forum, run CheckSUR (Windows6.1-KB947821-v34-x64.msu), then "sfc /scannow" (that ended with "Verification 100% complete. Windows Resource Protection did not find any integrity violations.") and I'm attaching the CheckSUR logs.
I don't recall anything specific that could have caused the problem; being a long time Windows user, it's the first time I hit something like this.
Could you help me solve the issue, please? Thank you.

I don't know anything about the error message you get, but on the 11th MS released a manually installed update related to KB4480970.

Refer to this page Access Denied
and a different page at Access Denied
and get it at Microsoft Update Catalog

I had problems with KB4480970 on a 32bit Win 7 and when I uninstalled it the problem went away :-)

But as Win Update reinstalled it before I could stop it I did some more research via TenForum and found that the extra update is supposed to fix it. I will have to try it ASAP

According to your suggestion, I installed KB4487345. Then restarted, run Windows Update, it found KB4480955, KB4480970, KB4481488, KB4481252. The first two failed, the latter two installed successfully. Then I restarted, run Windows Update, it found KB3177467, installed ok, retried KB4480955, KB4480970 and again it failed miserably with error 80073701. So it didn't help.
