Try using a genuine Windows 7 Installation - a DELL OEM licence on retail motherboard such as yours can only be 'genuine' if enabled using a hackers activation exploit.

You won't receive further help until you can demonstrate you use genuine Wihdows 7. That will also minimise the problems you are experiencing.
