Keyboard symbol mix up

This is not a keyboard layout problem, but i'm not entirely sure if the problem is caused by the software or hardware.

When i press one key i get another(i press J i get I, etc etc), some work how they should, some don't. When i unplug the keyboard and plug it back in it fixed itself. Then it happened again. I press the NumLock and it fixed itself again. (usually just rebooting helps)
The keyboard is USB

Any ideas?

Have you checked your keyboard layout settings:
Click Start>Type intl.cpl in the Start Search box, and then press ENTER.
Click intl.cpl at the top and the Region and Language window opens.
Check the Format matches your country, date, time etc.
Click on Location Tab and check if current location is correct.

How to make sure that the selected layout matches the keyboard
1. Click Start, type osk in the Start Search box, and then press ENTER.
2. Match the keyboard on the screen with the physical keyboard to make sure that the layout matches.
3. To check the uppercase characters, click the shift key on the keyboard or on the screen, and match the characters printed on the keyboard.
