Laptop wont turn on.

I'm writing from my phone as my laptop is unusable at the moment so sorry if its a wrong place, there is a similar topic alreaady and for any mistakes. My laptop is packard bell easy note tj65 with windows 7 home edition.

I turn the thing on and have 2 options. One to start windows normally (which when selected reloads back to that menu) and one to fix windows. I try this one, it flashes blue for split second, goes black says ' windows is loading files' and goes black again. It then shows the blue welcome screen + mouse and stays this way.. For now at least. Trying to turn laptop off and on p produced the same results. How can I help it?

Tried it, nothing happened. Other than stoping the countdown for ' launch startup repair' which basically results in a freeze
