"Microsoft Security Essentials OOBE" stopped (...) error 0xC000000D

Windows crashes on startup -- a freeze in the "Starting Windows" screen. The Event Viewer shows this recurring error:

Administrative Event Viewer Error - Session "Microsoft Security Essentials OOBE" stopped due to the following error: 0xC000000D

Searches give me this thread as the only one with something that might be a solution; however, the solution in that thread seems to be temporary, and the folder and file specified don't exist in my current install of Windows 7 and MSE.

Recommendations?

Thanks, but the folder and file in the post you linked don't exist on my hard drive, and as seen in the post you linked, that's only a very temporary fix that seems to recur quickly after it is attempted.

I apparently screwed up the BB code in the original post that linked to a forum (not the same as the one you linked to, but with essentially the same content) very similar to your link, but there's no actual "Microsoft Security Essentials" folder anywhere in my system.

I'm trying an oldschool full (Revo Uninstaller) removal of MSE and a reinstall via Windows Update, which is apparently now the best practice.

The ProgramData folder is a hidden folder on the C:\ drive. Have you set yourself to view hidden files and folders and protected system files - http://www.sevenforums.com/tutorials/394-hidden-files-folders-show-hide.html as it should be there.

I still think the best bet is to try a reinstall first and post back here with any results - http://windows.microsoft.com/en-GB/windows/products/security-essentials

Thanks again -- it's not a hidden folder/files issue; the way the software organizes itself has changed. I've actually got a parallel thread with up-to-date info on what needs to be deleted/recreated over here.

But I'm starting with the reinstall. Failing that, I'll try this updated information: move EppOobe.etl in C:\ProgramData\Microsoft\Microsoft Security Client\Support\ to a backup folder and let it repropagate.

Yes my apologies the thread I linked was before the new version was released and they did re-arrange the files a little. The new location is C:\ProgramData\Microsoft\Microsoft Security Client\Support\ as you suggested.
Try a re-install and let us know how it sorts out.

I get the same error occasionally and that fix usually removes the entries from the event viewer but it isn't a permanent fix and I haven't found one yet

When you see this error, is your Windows install locking at the "Starting Windows" load screen? This is the only recurring error that seems to relate to that specific problem; other threads talking about this issue seem to be from people who notice this as an event, but nobody mentions this horrible Starting Windows freeze.

No not usually you may have just related that error in event viewer to the freezing issue you are having. I would suggest after reinstalling MSE try rebooting a few times to see if that problem recreates itself, if it happens again you can be fairly confident thats not related and we can begin to explore other avenues.
Does this happen at every boot, and what about in safe mode.

Totally uinstalled MSE and installed Avast! yesterday. The problem keeps occurring, only this time there's no events in the Event Viewer OR blue screens.

It happens once or twice in a row, then Windows will start successfully. I can't give you a real ratio, because once the computer boots, I start using it -- so I only really notice the fails, if you know what I mean.

The computer seems to work perfectly ONCE Windows starts -- it's only the Starting Windows part that freezes.

I haven't really tried just turning it on and off in Safe Mode, either... it's largely just a question of having the time to turn the computer on and off repeatedly to check. But I'll give it a few tries now.

Hmm. Safe Mode gave me a result of boot, loading files, "Windows is loading in Safe Mode" message, and then a black screen for five minutes.

Reload: same thing, black screen for 90 seconds, then the login screen.
