Miscalculated CPU usage?

Hey guys,

I got a new Asus laptop yesterday with Windows 7 pre-installed.
My only problem is when I do ctrl alt del and go to the performance tab the CPU usage is always much much higher than the CPU usage shown by the programmes running. I have also tried going to resouce monitor ato see if any services were taking up the rest of my cpu and they weren't Any suggestions? ill post a screenshoot in a bit.

If its a newer laptop then its using the new power settings where it will only use what it needs to so it will goto say 600Mhz when running word then 1.2Ghz when running a games. This saves power and makes the chip stay cooler when not needed the whole power of it.

Do I have nothing to fret about then?
Is it normal that the CPU usage can go from high 90's to 20's in the matter of seconds?

Sorry for the bump but I also have another question. Sorry about this guys.
Is it okay that i'm running Win 7 x64 bit on a core processor with only 1.20 ~ 1.50 ghz?

Its not a problem to run 64bit on a 1.2-1.5 ghz.

Update your BIOS and firmware drivers. That type of "processor busy doing nothing" situation is frequently caused by problems at the hardware/software interface.
