Motherboard will not recognize USB

So Here is the issue ( I will try to be as descriptive as possible). None of my USB ports are working. I have a ps2 keyboard and when that is plugged in the computer will turn on and run. I went into device manager and the USB have a (code 28) next to them.

I took a SSD out of my other pc that runs fine and attempted to boot it from the hard drive but the PC will not boot from that.

I also tried to update the drivers in device manager but it kept saying updates failed to search

Is my motherboard bad? Or what do you think the issue could be as to why everything works but the USB
