I've seen my MSE behave like this for some months now, and I've been on the cutting edge constantly (running the latest betas). I think version 2 really cares about the scanning and wants you to care about it too.
Now, it's a bit difficult 4 me to check cause my system with MSE is a couple of 10s of clicks away from me, but if I remember well there is an option in MSE not to scan unless the computer is idle. Now, if you turn off your computer when you're not actively using it, that option would explain the lack of scanning you've seen.
