To be clear, the DVD drive shows up in the BIOS, but does not show up in Windows?
In addition to My Computer and Windows Explorer, have you looked for it in Disk Management?

It's been the worst day since yesterday (thanks Flogging Molly) so apt!
The next thing to try would be to go into the Device Manager and delete the CD/DVD drive there. Then restart and see if you get functionality when it re-installs.

You should also check the cable to the drive (use a different one), and check for positive connection at the motherboard and drive.

A drive is just a drive (hard drive, optical drive - doesn't matter). If it is recognized by the system and the OS then it is ready to go. The only possibilities then are a defective drive (you try it in another PC to test), an operating system error (that's what we are working on), or some kind of user error.

If the optical drive(s) work in other PCs and none will work in your PC, even when they are recognized as drives, indicates that the filters in the Windows Registry are the problem. You have tried the usual solutions and they have not worked.

What you will need to do now is to manually delete all keys related to the optical drives. This is not easy and an advanced procedure for working in the registry. It would be best to try and find a more automatic fix first.
See this article here:
Optical Drive is not working - Microsoft Community

If you do attempt a manual registry fix, be sure to disconnect all optical drives first. Do not reconnect any optical drive until you have completely cleaned the system.

I had the same happen in the past including not being able to install the OS and the reason was a bad/failing power supply and if you can test the PC with a different power supply you might be able to solve this

i will try this and see what happens but the other thing is my optical drive does not even work when trying to install an os.

If we eliminate the OS from the equation, and assume the drive is not defective, then you are left with a very short list of possibilities:

  • Bad data cable
  • Bad SATA port
  • Failing SATA controller
  • Incorrect BIOS settings
If you suspect BIOS settings you could note all your current settings (to revert later if needed) and then "Restore BIOS Defaults" on the EXIT Tab.

/* start EDIT */

Oops. My bad. I read your first post too quick. If you can't boot from the drive, the rest of my instruction isn't relevant. Ignore.

/* end EDIT */

Is the DVD drive detected? but just won't work??

Let's check one more thing. Download Filter Driver tool. Right click it and run it as admin.

When it opens do you see any CD/DVD listed? If yes, select any CD/DVD. Then click the Clipboard button and then paste result into next post

No, that is significant and it could be related.

Does the optical drive work while in Windows? Just to open files on CD or play disks (just to be clear)

the optical drive does not work in windows. the usb works in windows but wont work for installing an os
Usually the BIOS has to be set to show a USB drive as a boot device, older computers may not have that choice. Installing an OS usually requires a bootable drive, older versions of Windows such as Win98 had Upgrades that had to be installed while Windows was running.
