What is the licensed version on COA sticker? Is the Product Key readable?

If you were sold a desktop with Win7 on it, it must have a COA sticker to show that Win7 is genuine. It should be on the tower, probably on the back. Did you even look?

Audit the Product Key from your HD using Belarc Advisor. You should be able to use that key for Repair Install or Reinstalling Windows 7.

The only reason it will not work is if your vendor installed an illegal cracked activation on your computer. You might want to contact him first to ask for help with obtaining the Product Key since there is no COA sticker accompanying it which is legally required. Selling bootleg Win7 is a crime.

Ohkay will call him. But the conclusion is I can't fix the problem without reinstalling windows(repair/fresh copy)

A Repair Install seems especially suited to this if the standard fixes like rebuilding Icon cache, System Restore, SFC /scannow, updating/reinstalling Display driver won't work.

The logs and System Resources, achieving a clean boot, etc. in these troubleshooting steps might also provide clues.
