One or two problems after re-installing Windows 7

I have recently, in exasperation, re-installed Windows 7 Home Premium 32 bit, and now I'm struggling with it yet again to tailor it to my requirements.

Up to some point in the process of installing the never ending stream of updates I was able to right click on a file, select delete, and it would be deleted. Now, I am asked by the system if I realy want to do that. Yes, I really do, and I want to do it without the system asking. How do I achieve that?

Before re-installing there was an SCR file which I had created with Axialis Screen Saver and it worked properly. I had the file on the desktop too for convenience. It's a clock which was made from an SWF file. It no longer works. When I call it I get a screen message sayiing that a Macromedia Flash program is needed to execute the screensaver properly. I have downloaded Flash again but it still doesn't work.

Why? It worked before. What do I have to do to overcome this hurdle?

Any help would be appreciated.

Open Control Panel\All Control Panel Items\Action Center
Open "Change User Account Control Settings". Move the slide down to your needs - Ok

Yes I had already done that. It's at its lowest setting. Checked it again though. Still the same.
