Well.... when you get the message "Windows cannot be installed to this disk" That usually means that the hard drive is GPT and needs to be converted to MBR

You need to convert the disk to MBR using Diskpart.

If it`s a UEFI bios you need to disable efi boot choices and enable Legacy boot.
