PC Freeze/lines across screen into BSOD > repeat

Hello all! I'm hoping some of you can help me out.

My problem is I cannot boot my PC into normal windows without it crashing after 2 seconds, and now it won't start at all into windows after trying again and again rebooting. I can however start into safe mode which I am currently on now without my PC crashing (I still recieve lines across my screen).

I will attach a picture of the BSOD once I get a chance.
- I would attach the .dmp file, but I cannot in safe mode as I do not have permission.

Things I have tried;
I have reset my PC about 50 times in hope.
I have already tried adjusting the cables and making sure they're firmly in their components.
I have cleaned out my GPU and PC.
I ran a memtest and there was no issues.
I have reinstalled my GPU driver.
All windows updates are up to date.


This is an absoulute nightmare, so I would appreciate some help. Thank you in advance.

Update:

I uninstalled my graphics drivers again, and now can access normal Windows rather than just safe mode.

I am reinstalling the drivers again now as I write this.

you have the right idea, this as definitely your graphics, i had a feeling this was the case because of the lines on your screen, just keep doing what you are now doing and it should work fine

Update: Reinstalled graphics drivers - CANNOT access normal windows (ONLY SAFE MODE)

Still lots of lines across screen and problem remains the same.

Will a reformat help?

ok, try a new card and set of drivers and see if that helps.
