Psyhodelic text colores...help pls

I have problem with some text inside some applications or winrar and other...when text is small, or for example when i started to install ati cc ...big text in aplication interface have that collor mutation...

I tryed everything like collor calibation,text, instaling/uninstaling all kind of drivers from old to latest, resolution and still some (in most cases) smaller text appears to have psyhodelic collores.

1 more example...when i start task manager at performance tab, i couldnt even read that "green" text which shows cpu usage and memory in mb.

Pls help me...I have no more ideas what could i do...its so frustrating
