It gets to 18% of expanding Windows file.
Then the status message alternates between progress and "Windows needs to restart your computer."
Does not restart.

EDIT: Had malware that prevented System Restore from working. Fixed that. Could they be related?

I have the exact same problem, stuck at 18%, same alternating message - same Win 7 x64 Pro. When you stated that you has Malware preventing System Restore - how did you identify that..? I've used several malware cleaners (Bitdefender, Kaspersky, Malware bytes) - so I think I'm good, but you never know.

I hope someone gets back with some tests/resolution.

Mac try these even if you have to in safe mode and see what it throws up

http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html

http://www.sevenforums.com/tutorials/433-disk-check.html

http://www.superantispyware.com/

http://www.malwarebytes.org/products/malwarebytes_free/

http://www.bleepingcomputer.com/download/adwcleaner/

download from bleeping computer – delete any rubbishthese find.

If these do not work then you may need to try this
http://support.kaspersky.com/4162 You will need to make or get a bootable disk made and set the bios to boot from the optical or a stick depending on what system you prefer to use.
This will scan from power up and look at all of the boot process without requiring the Windows OS to run.

PS meant to mention have a look at this too http://www.sevenforums.com/tutorials/220165-troubleshooting-steps-windows-7-a.html
Now it takes a fair while to run so be prepared to be patient.

My problem with the system was an infection. Got MBAM working, with help, and cleaned system. Now OK. No need for repair install.

Maybe mitchman333 acn try the steps.

Mac if I were you I would run the other malware scans as well you will be surprised at what you will pick up.

No need for the rescue disk but the others I and a lot of the other members use SAS and ADW as a matte rof course.

I don't know if you have got it bit if not we all use CCleaner for clearing the rubbish and clutter

see http://www.sevenforums.com/tutorials/306648-ccleaner-delete-junk-files.html?ltr=C

I f you run it then go to Options > cookies and any you use wit a passworded site keep by putting them in the right hand listing.

Have been using CCleaner for years.
Downloaded the other 2.
Even with full scan only found the usual tracking software, and even "good" sites often have these.

Yep I know Mac but the ADW does a good job in the registry but if you feel you don't need them scanners well that's your choice mate.

Another one I have found really handy just lately is the Emsisoft Emergency Kit scanner but again it is up to you we - or rather I can only say what I find is good for me.
https://www.emsisoft.com/en/software/eek/

Again it is your choice mate but I would sooner use caution and not be in strife than not and end up like so many posters in here in a world of problems.

When I say I downloaded the other 2 I mean SAS and AdwCleaner. They didn't find anything bad.

The Emisoft package looks useful.

Ok I didn't see that as the others being run so my mistake but the Emsisoft I ran on both my main machine (Ivy Bridge) and the 8.1 laptop and cured them of of a persistent problem that was slowing them down for reasons I couldn't fathom just a week ago and I only ran the Emergency and Command line scan and they are sweet as but again it is a last resorter in my lists.

But I don't know if you have seen this it is a useful link too and worth keeping in mind.
Probably the Best Free Security List in the World

Emisoft found nothing. Good. :D
That list will take some going through!!
While I was busy, fixed the "Ordinal 469 not located" error.
