Do you or do you not have a sticker like I posted on your computer?
That is where you will get your OEM COA key from.

How are you getting your COA key?

What I'm trying to figure out for sure is whether the disk is a Dell disk or a Microsoft disk.

I know very little about what you can or can not do with a Dell disc. I'm thinking not much.
I will go back to the ranch and see if I can find some help from other members.

Theory says it should - practice may be different :(
I would NEVER recommend uninstalling SP1 - having said that, it's sometimes unavoidable.

The Dell disk is obviously one without the SP1 embedded.
You have two options (without resorting to a reformat/reinstall)

1) See if Dell will part with a set of recovery media that includes SP1
2) Try and acquire a retail or OEM System Builder disk for Windows 7 Pro 64-bit from a friend or work
