Same Windows Updates reinstalling on shutdown

Sorry if this is a repeat but only went back about 15 pages on the posts. I have Windows 7 Professional and I keep getting the same updates installed at shutdown. I looked at them and most (although not all) are related to the Enterprise version we have of Windows Office 2007 (our government agency has a group license for this software and it is registered!!!). First it was "Installing updates 1 of 8". now it is "installing updates 1 of 11". They are the same updates every time. The installation history shows failure to update every time. How do I either get them to install correctly or shut them off?

Update history to see if the updates are actually installed. If they are, you can right-click on the updates that say they need to be installed, and select Hide.

Checked update history and there weren't any successful installs. Error Code is 646. I go to Microsoft link for this code and there is nothing. I'll check with others at work but I suspect I'm not the only one with this dilemma. I checked again and ALL the failures have been with Microsoft Office (Word, Excell, etc.) update attempts. I've changed to a weekly update frequency and set it to ask me about installs just to remove the annoying repetetive install.

Any more suggestions? I'm game for anything!
