Appreciate the activity on this thread. I have not been able to solve issue on my system.
- same behavior in safe mode and with (norton) antivirus off.
- running sfc /scannow - I get this console message:
Windows Resource Protection found corrupt files but was unable to fix some of them. (tail of the CBS.log file is below... it looks like there is some issue with tcpmon.ini...)
