"Setup was unable to create a new system partition...."

I've been trying to install Windows 7 from a USB drive on a new HP laptop and I've ran into some problems.

There are 3 partitions listed. One is called HPDOCS, 7gb and is listed as primary. The second is also at 7gb and is listed as system, and the third was unallocated space with 920~ gb.

After some research, I've decided to try out the whole cmd "diskpart" thing. Furthermore, I've tried making my drive bootable by copying the installation files on it and installing directly from the drive, but after trying the " xcopy d: c: /e /h /k " command, I receive the message that there are no files to copy.

And lastly, after restarting and trying again, now I only have 1 partition, 930~ gb, and listed as system. Did I mess something up? Was something essential deleted? Can it be reverted?

Help is much appreciated.

Welcome to the forum. Start the install when it asks were to install you have the option to delete paritions do that then let windows create new ones

So I delete that one partition I have left and the next time I run the installation I'll be back at the three initial ones?

No, if you delete your entire drive to unallocated space, then install Windows 7, you will end up with 2 partitions.

A System reserved Partition and C your Windows 7 partition, that`s it.

Clean Install Windows 7

If this is a GPT disk and you are installing in uEFI you will then wind up with 3 partitions.

A system partition, a Recovery partition, and C your Windows 7 partition.


Not sure why you are trying to install Windows 7 in the way you describe in your 3rd sentence.


Please explain how you created your Windows 7 usb installer.

I hope you did the Factory Recover disks before you cleaned all the disk.
You didn't gave us your hardware specifications so it's impossible to us to guide you.
On some new laptops, it's even impossible to install Win 7. They allow only Win 10 and Linux.
If your laptop came with Win 8 or 10, you also have to change some BIOS settings (like secure boot, fast boot, CSM).
Please edit your profile with all hardware information.

Why was that important?

You didn't gave us your hardware specifications so it's impossible to us to guide you.

It's an HP 250 G4. It didn't come with any OS. I'm not sure which exact hardware specifications would be of use to you here.

All I know is that there were 2 partitions - system and HPDOCS and 1 unallocated space option. I clicked on "new" on unallocated space option and created partition 3, and it displayed the message in the thread title.
After trying the whole create partition, clean, active, assign and format, I only now have one partition that's listed as system. It's like the initial three options merged into 1.

Boot the Win 7 installation disk on UEFI mode (important) - Install - advanced - delete all partitions - install on the un allocated. Windows will create 3 partitions. Don't need to format. Just choose install.

I've clicked on the delete function and it says I might lose important files from the laptop manufacturer.
As I've said I've somehow merged system files and "HPDOCS" with the unallocated space.

Unallowcated should be fine and is best to not have any system reserved partitions created by the installer.

So you saw the picture above and you claim there's absolutely no harm in deleting that entire partition even if it contains "system files"?
If so, I disable the legacy boot mode and proceed to boot from USB, deleting the partition. What happens next?
Is there a way to un-merge the partition so I don't have to delete the HP recovery files?

I've tried booting with the legacy boot mode disabled and it said there were no devices to boot from. There's nothing listed when I press f9.

If you disabled Legacy boot mode and you can't boot the USB installation disk, It hasn't been assembled right. What tool did you use to make the USB installation disk?
Use Rufus Rufus - Create bootable USB drives the easy way and get the iso from here: Microsoft Windows and Office ISO Download Tool
As you said that your laptop came without OS and the HPDoc you already deleted, there is nothing more to loose.
Just in case, make a new partition leaving the system partition with 200M.
Install Win 7 on the remaining partition. Windows will create the appropriate partitions.
As your hardware is new, UEFI mode it's more appropriate to install Win 7 64.
Follow the steps on my previous post (10).

Boot to the flash drive not uefi listing rufus offers.
USB Windows 7 Installation Key Drive - Create

Also make sure the flash drive is inserted in a usb2 port.
