Strobing startupscreen, then stable and logonui.exe application error

my friend's computer does this:

what does this mean? the full error message at the end is:

The instruction at 0x02f6173a referenced memory at 0x00000000. the memory could not be read, click on ok to terminate the program

Hi egor, welcome to Seven forums.

Use Windows installation CD/DVD to perform a repair installation to retrieve LogonUI.exe files
1. Insert you windows installation CD/DVD.
2. Click Start, and then click Run.
3. Type "expand D:\i386\logonui.ex_ %windir%\system32\logonui.exe" without the quote marks. Replace "D" with your CD/DVD drive. This replaces the corrupt LogonUI application with a fresh one from your operating system's installation resource.
4. Restart your computer and remove the disk from your computer.

Keep windows system up-to-date
OR
Disable LogonUI.exe file directly
1. Press Ctrl+Alt+Del button together to open the Windows Task Manager.
2. Select LogonUI.exe process.
3. Click End Process tab.

thanks for replying, however, i didnt realise until now that it's possibly windows vista not win7, as there is a windows vista sticker underneath the computer, but the logon screen background looks to me like win7 and i do not know what the vista logon looks like. would it be the exact same instructions for vista? should i go to a vista forum?

in the case that your solution applies to vista, the instructions are unclear to me; do i put in the repair disc when the error message comes up or before turning on the computer? or use task manager to close the logon.exe, then would windows would start, then reinstall the logon.exe using the 4 point instructions?

Argh! Having the EXACT same issue after installing Windows 10 Technical Preview on my new HP Touchsmart laptop. I installed it on a slightly older HP laptop and Windows 10 ran perfectly. So I gambled and installed it on my main laptop only to run into the same "club strobing" issue.

Damn. No resolution anywhere on the Internet..
