System in startup repair loop

My desktop started acting up yesterday. Now starts, goes directly to black screen saying windows in loading data then to the start up repair tool. Here it says it cannot fix the issue and gives option to shut down, restart or go to further repair options. After running a SFC scan and that saying it fixed some issues the computer should be restarted all options but the repair tool disappeared from the list (ie the option to run a memory check, open command prompt or set the computer back to an earlier version). Starting in last good configuration was one of the first things I did but it didn't fix the issue and starting in safe mode does nothing to change this.

Any suggestions greatly appreciated!

Are you able to boot into a Windows CD?I think your only option is to reinstall Windows.
