I have a Flash Memory 8GB. I can't Format it, i try format it with of DISK Managment and Command Prompt but i can't.

Sounds like a bad flash drive to me. Is this the only flash drive giving you problems?

Have you tried a different USB port?

What information is provided in the Event log (the cmd prompt window you posted indicates ther is more information)

Try this it may or may not work for you.
Start Orb/Computer/right click on the drive you want to format and select format.
This is just using another path to get done what you are trying to do.
Are you able to access the properties of the flash drive or see what is on the flash drive?

That is one good utility I always recommend in case of genuine flash drives. In this case I held back since the OP hasn't provided any information about the flash drive except that it is 8GB. ( I am literally tired of asking OPs whether it is a genuine flash drive with warranty, whether it was usable before, whether other pendrives work, whether he had tried it on other PCs etc., etc., )

Even the best utility cannot bring to life a fake pen drive bought for cheap.
