"this service cannot be started in safe mode"

Hi
I recently got the BSOD problem with "irql_not_less_or_equal" term. I found some hotfixes in microsoft websites that installing them can help me fix this problem.
Unfortunately, these hotfixes need to perform in normal mode with "windows installer service" enabled but I can't access normal mode because I recieved the BSOD in normal mode and I can only boot in "safe mode", and in "safe mode" the "windows installer service" isn't enabled.

When I executed these hotfixes, I received this error:
"installer encountered an error: 0x8007043c"
"this service cannot be started in safe mode"

Can you show me a solution to enable "windows installer service" in the "safe mode" to install those hotfixes?

(I already tried adding the following registry item "REG ADD “HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\SafeBoot\
Minimal\MSIServer” /VE /T REG_SZ /D “Service” net start msiserver
" and also tried "SafeMSI.exe" tool to enable this service, but they didn't help me")
