How do I change the time output?

It is currently like this.
07:44:08.

I would like it like this.
19:44:08.

But I can't find out what setting I have to change for that :S.

Click Start (:orb:) and in the right-hand column click Control Panel. Next, click on Clock, Language, and Region. Under Region and Language, click on Change the date, time, or number format. Alternatively, click Start (:orb:) and type Change the date, time, or number format in the search box and press Enter. Either method will open the dialogue panel shown below.

Click on each of the drop boxes in the section Date and time formats and make sure that it is showing as in the image below. Finally, click on OK to put your settings into effect.

Try changing it to English (United Kingdom), as shown in my earlier post, and see if you can get it to show correctly. If you can, try switching it back to Dutch (Netherlands) to see if the settings stick.

Just had another thought. You aren't 12 hours out in your time, are you?

You're welcome. :) Yes, I recommend that you restart after applying the registry patch (which, incidentally, is taken from my system). When you do so, enter your BIOS and see what the clock is showing there. I know that you are 1hr ahead of us here in the UK, but it is possible that your computer is 12 hours out. Take the opportunity to set the clock in your BIOS to the correct time.

Your dialogue panel looks correct to me, but it is 12 hours out. Hopefully, resetting the time in the BIOS will correct that, but you might need also to check this Tutorial to correct the time in Windows 7 as well: http://www.sevenforums.com/tutorials/943-date-time-change.html

Keep checking the time in the BIOS periodically when you boot up. If it seems to gain or lose by a significant amount, then I would suspect that it is your motherboard battery that needs replacing. Depending on the age of your system, it wouldn't do any harm in replacing it in any case. This is usually a type CR2032 lithium battery. Check your manual for details on how to change it. You should also find instructions there on accessing your BIOS.

I see one key difference between Dwarf's and Hatashi's regional settings. And thats the setting for the Long Time and Short Time. Take a close look. Hatashi, you want yours to match Dwarf's.

Some more information. I see that you have HH:mm and HH:mm:ss for your short and long time respectively. This indicates the use of the 24hr clock, and also means that a leading 0 will be displayed if necessary, which is what I see from your snip (re-posted and highlighted below).

What time do you see when you have your system on at, say, 9:30 in the morning? If my thinking is correct, and based on the information given in the image you supplied, I would expect it to be showing 21:30 (i.e. 12hrs out).
