UAC Hosed - how to fix?

First, apologies if this post is not in the right forum. Please advise.

Problem: Recent installs and or updates have hose my Windows 7 pro DELL laptop and I am going mad trying to fix/recover.

Current situation:
1. Boot time takes nearly forever.
2. When finally booted, after logging in the screen goes black with only cursor. I have a work around, but not a fix for this. Work around is kill explorer.exe and then launch it again via task manager (ctrl-alt-del).
3. UAC seems F'd up.
3a. Run as admin is greyed out.
3b. Attempting run a process that requires elevation (such as backup/restore, eventvwr.exe, etc.) hangs.
As I cannot elevate and cannot start Consequently, cannot restore as backup/restore requires admin privs.
5. Eventvwr in safe mode did show some controller errors, but SFC and CHKDKS looked ok.
4. Sadly, In safe mode I do not see the restore points normally available in normal use, i make weekly full backups. All looked good in normal mode only a day ago, but cannot see any of them in safe mode.

I'll go back to SAFE mode and re-run SFC /scannow, which did not show errors nor did CHKDSK.
Perhaps you can help fix the UAC problem which will get me access to the normal tools such as RESTORE.

You might want to try a Repair Install

Repair Install to Fix Windows 7 Without Reformatting by Britec

You will need your 25 character product key, you can obtain it from your computer with
KeyFinder | Magical Jelly Bean
You want the CD key not Product ID. I usually copy and paste it into, say, notepad and print it to avoid typos.

If you don't have a Win7 DVD you can obtain an ISO from
TechBench by WZT
The only working downloads are for Win7 Ultimate x64 and Win7 Ultimate x32

To make all version available use
eicfg_removal_utility.zip

You can't copy and paste an ISO file to DVD or USB Flash Drive, it has to be burned

Yes, it's from Chinese firm! When you run it, click on Updates, then Scan, Choose the updates you wish to install, and then click Install updates.

If UAC is enabled and hosed then you are really screwed. I agree with Snick. Really your only options are a repair install or a clean install.
