Unable to upgrade to IE 11 from IE 9

Due to support issues, my company is being forced to update our web browsers from IE 9 to IE 11. We use the browsers for intranet access, not internet access, as it is a closed network.
The problem that we are running into is that when trying to install IE 11, it is saying that we need patches installed from IE 9. We run the MBSA on the computer we are trying to update, and it comes back without any needed patches.

My question: Does anyone know what patches the computer may be needing to allow the upgrade from 9 to 11? Will doing a teired step- up approach (going to IE 10 before IE 11) will work to circumnavigate that problem?
