Unusual characters

I need help with windows. Someone tried to install a program on my computer and Norton the anti-virus software blocked it. After the restart this is what was on the screen.

have you tried a restore point before they tried to install the program?

Yeah but it said no restore pointe were created

you could try turning on computer and start tapping F8 and when get to safemode option sceen can try the repair my computer option.

Thanks. I might have to try the repair install. I tried the tapping F8 and the repair mode but that didn't work either.
