USB ports not working on Toshiba L55-B5276 install

I'm supposed to be enjoying the weekend in Palm Springs but one of the PC's I reinstalled out here is giving me trouble. I've spent a day on this and am hoping some fresh eyes for our driver detectives can save my holiday weekend.

It's a new Toshiba L55-B5276 he wants Win7 to replace 8.1. Not possible to install to UEFI in CSM mode which is all that will allow it, so I installed Legacy. Toshiba Chipset doesn't seem to really install, just races through and says its finished but nothing changes in Device Manager. The Problem seems to be USB3 hub which wouldn't start with the driver I found for it via Hardware ID IUSB3\ROOT_HUB30&VID_8086&PID_9C31&REV_0004&SID_F9201179
so after uninstall it is now Unknown Device.

I tried Intel Driver Update Utility which only seems to find the display driver package and for some reason can't even detect the i5 CPU.

I really appreciate any help I can get on this as it's ruining my holiday weekend.

Hi Greg .... Did you Install the Second Driver in the Link below ... If that can be Installed should be easy enough to get the USB 3 Driver ...

The second download said it was older than the one installed. The third one installed and for the first time appeared to actually do something, but I still have the same situation.

I cannot understand why Intel Driver Updater cannot detect the i5 chipset, only the display. I can't even find out what the chipset is. Speccy doesn't say, Intel Chipset Detection Utility only works for 32 bit (Hello, are you kidding me?), it only says Intel 8 Series in Dev Mgr System drivers.

Any other ideas? I'm stuck.

That chipset said it was older but appeared to actually install something though the situation didn't change at all watching Dev Mgr. Since all Dev Mgr says only Intel 8 chipset and I can't find anything else in Speccy or elsewhere giving the actual chipset number, I searched Intel 8 chipset, narrowed it to 64 bit Win7, and the driver at the top of the list was Extensible USB controller which I recalled had knocked the USB3 hub into a bad state yesterday until I uninstalled it in Dev Mgr to try to force USB3 reinstall which didn't work.

So I tried it https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=22824&lang=eng and it sorted it all out, taking its sweet time and shuffling a bunch of chip components around in Dev Mgr like it was really working. At reboot I had wireless mouse and all its well.
