utorrentie.exe keeps reinstalling itself on my computer.

I use Windows 7 Home Premium 64 bit, and recently I have noticed that there is a process running in the background that seems to serve no purpose called uttorentie.exe, which is named Web Helper in the task manager.... :huh::confused::huh:
This appears to be somehow tied to Bittorent, which I have been using for years without this, but no matter how many times, I hunt down the file, and delete it, it comes back every time I reboot the computer, and starts running again in the background. :banghead:
This is causing my computer to stall saying "Waiting for Program to close.", every time I try to Shutdown, and sometimes it even opens 2 or 3 instances of Web Helper.:mad::shock::mad:
Can anyone Please explain to me what this program is, why it keeps coming back, and how I can get rid of it??:geek:
