That is a very low score for DDR3, I'd expect it to be way higher than that (at least 3 times higher). The 'SPD' tab in Cpu-z only shows the different speeds that your RAM is capable of running at.. What does it show under the 'Memory' tab?
It's also a good idea to fill in your system specs. The speed of any component in a computer is related to all other components that it works with, so that will allow people to help you out more easily.
I agree with ZaLiTH, and the brand of the ram may also be a factor.
