Yes, they're called KBs (short for Knowledge Base). KB4490628 fails to appear in Windows Update because Microsoft has a particular policy regarding Servicing Stack Updates going on. You'd have to hide any available important update for KB4490628 to show up on its own.

upgrade to 10, buy a new computer
since win 10 won't work with some of the software I still run, sigh
a problem for a lot of people actually, several lawyers commented it means they will lose access to older client files...
new computer is on the list....
