Windows search for printer driver says I have the most up to date and, what I read about "null" drivers, confused me

I don't understand why windows wanted to install one

What are you trying to tell me? You have 2352 and still weren't right. There is an error code 80092004 that can indicate SHA-2 code signing support missing, and you don't start advanced diagnostics before ensuring the basics are installed. Also, you claimed KB4490628 wouldn't fix it. This is how you wind up fixing code 80092004 without KB4490628:

Servicing Stack 2019-09 kb4516655 & some updates fail clean install.

You need to adjust your assessment of code 80092004. My being right on this topic wasn't based on guessing.

was that part of an earlier update that did not install, so, future updates would not?
it does not show up in the list of "failed" on update history, so... perplexed
Yes, they're called KBs (short for Knowledge Base). KB4490628 fails to appear in Windows Update because Microsoft has a particular policy regarding Servicing Stack Updates going on. You'd have to hide any available important update for KB4490628 to show up on its own.

upgrade to 10, buy a new computer

since win 10 won't work with some of the software I still run, sigh
a problem for a lot of people actually, several lawyers commented it means they will lose access to older client files...

new computer is on the list....
after the dust settles from corona...
