Create a Repair CD, then boot into it to accept any offered Repair. http://www.sevenforums.com/tutorials/2083-system-repair-disc-create.html

If this doesn't fix it, boot back into CD, click through to Recovery Tools list to run Startup Repair repeatedly until Win7 starts: http://www.sevenforums.com/tutorials/105541-startup-repair-run-3-separate-times.html

If this fails, make sure 100mb System Reserved or Win7 partition is marked Active before running Startup Repair x3: http://www.sevenforums.com/tutorials/71432-partition-mark-active.html

Many tech enthusiasts find a clean-copy DVD of their OS version and reinstall using the OEM Product Key on the COA sticker on machine. Any installer can also have all versions unlocked using the ei.cfg removal tool. http://www.sevenforums.com/tutorials/85813-windows-7-universal-installation-disc-create.html

Make your Recovery DIsks or save a Win7 backup image of the entire HD first so you have a path back to factory condition. Then wipe the HD of all code: http://www.sevenforums.com/tutorials/91339-ssd-hdd-optimize-windows-reinstallation.html

The installer is mostly driver-complete, with newer arriving quickly via optional Windows Updates. Any drivers then missing in Device Manager can be found on the Support Downloads webpage for your model computer or device. http://www.sevenforums.com/tutorials/1649-clean-install-windows-7-a.html

Install updates and then programs slowly over time to gauge performance after each. Don't let any programs write themselves into msconfig>Startup as they become freeloaders on your RAM/CPU and can spy on you. I only allow AV and gadgets. http://www.sevenforums.com/crashes-debugging/70248-troubleshooting-msconfig.html

Use a lightweight free AV like MS Security Essentials which works perfectly with Windows 7 Firewall. http://www.microsoft.com/security_essentials/

When it is finished, clean and order the HD perfectly using state-of-the-art free CCleaner then Auslogics Disk and Registry defraggers monthly. CCleaner - Free software downloads and software reviews - CNET Download.com
Auslogics Disk Defrag - Reviews and free Auslogics Disk Defrag downloads at Download.com
Auslogics Registry Defrag - Free software downloads and software reviews - CNET Download.com

Then save a Win7 Backup image externally so you never have to reinstall again, just reimage the HD or replacement using DVD or Repair CD. http://www.sevenforums.com/tutorials/663-backup-complete-computer-create-image-backup.html

I'm having the same trouble, blue screen with the cursor and nothing else showing. Thing is, I loaded my recovery CDs and then it goes back to the blue screen and the cursor and then nothing happens and stays like that, the repair window never appears.
I'm half sure the problem could be fixed wit chkdsk /r but I can't get into the cmd prompt.

See if you can get at them this way: Use http://www.sevenforums.com/tutorials/666-advanced-boot-options.html to select Repair Your Computer and get to the http://www.sevenforums.com/tutorials/668-system-recovery-options.html. Then select the command prompt. Do the following:
chkdsk /r c:
chkdsk /r d:
chkdsk /r e:
chkdsk /r f:
.etc until you get the message that the volume could not be opened for direct access. For any drives that do not give the message:
Windows has checked the file system and found no problems
run chkdsk again as above. In other words, if it says:
Windows has made corrections to the file system
after running the disk check, run the disk check again.

I realize you may only have one disk show up in Windows explorer, but you may have more than one disk through recovery options. This is because the system creates a hidden boot partition (which will be C: in recovery), you may have a recovery partition for your PC that is hidden (which will be D: in recovery), and you will have your primary Windows partition (which may be E: in recovery). A custom PC will likely have at least C: and D: to scan.

If that does not work, please start your own thread and provide the problem and the steps you have taken thus far to resolve it. You will get more help if you start your own thread rather than causing confusion in an old thread.
