Windows 7 boot loop problem

I have tried to find a solution for my boot loop problem and each one says to press F8 upon boot. But nothing happens. Here is what happens. I turn on my PC, it shows the windows icon and a bar that shows loading process and in the bottom right hand corner it has two options. F2 and F12. F12 says Boot options and F2 is just set up.
After it loads it shows two more options. F1 says continue, F2 says boot menu. when I press F1 the boot screen shows the white under score blinking then it dissapears and restarts back to the beginning even if I press F8 or any other keys. Any advice?

Seems you are not getting past POST? Is the harddisk shown in F2 setup or Boot Menu (F12)?

The hdd shows that its there in F12. But when i enter the drive it fails to boot. image 15.40 is the loading when i turn on the pc and image 16.25 is right after that. when i press F1 on that menu to continue it starts to boot but then fails to boot and restarts back to the beginning.

PROCEDURE:
1) Reboot PC and hit F2 key to go into SETUP.
2) Arrow down to DRIVES and hit Enter.
3) Arrow down one space to "DISKETTE DRIVE" and hit Enter
4) Highlight "OFF" and Hit Enter
5) Press Esc to Exit
6) Highlight EXIT and hit Enter
