Windows 7 freezes on restarts only

Hello everyone,
I just upgraded my computer from windows vista ultimate to Windows 7 ultimate. I had no errors reported durning the upgrade and have installed all the lastest drivers for the equipment in my system and have all the current windows updates.
When I first turn my computer on from off, it loads normally, but when ever I try to restart the computer say after a windows update or software update the system shuts down as it should but locks up on the Windows boot screen, just before the four colored dots show up that become the windows flag. I thought maybe there where processes going on so i left it to see if it would load and after waiting 90 minutes there was no change. I powered off the computer and then restarted it and the windows boot repair loads. I tried using system restore as it wants to and it didnt fix it, I also tried letting it fix it without system restore and it couldnt.
Has anyone seen or had this problem? Im trying to avoid repartitioning and re installing everything if i can help it. Any ideas would be greatly appreciated

When you upgraded, did you install the OS over Vista or did you wipe your harddrive and install? Usually, a fresh install would never have this type of error, so I would be certain that if you back everything up, do a fresh install, and let windows update install the drivers, leaving you only to install the ones it doesnt get, you should be fine. Also, i see that you have two harddrives. Take everything off of the 500GB HD that you need to back up, and transfer it tto the 1.5GB HD. Then i would say that you should wipe the 500GB HD, and reinstall Win7 on this harddrive. Then, transfer everything back over to the 1.5TB HD that you dont want deleted, and wipe the HD on this one. It should be all good after this.
