One more favor: When you get ready to shutdown, Close all programs, then WIN | type TASK MANAGER | ENTER | APPLICATIONS tab Are any programs shown there in the applications tab? WIN = key with microsoft logo on top.

Let's try a System Restore point from before the problem appeared.

RESTORE TO A PREVIOUS SYSTEM RESTORE POINT
1) WIN | type SYSTEM RESTORE | ENTER | NEXT
| Choose a different restore point radio button | NEXT
2) Show more restore points checkbox (lower left)
3) Highlight the desired restore point
4) Scan for affected programs (lower right)make a note of affected programs
5) CLOSE | NEXT | FINISH

WIN = key with the wavy Microsoft flag on top.
============================================

You have restore points unless you've used one of those super-duper clean your computer, etc programs.
Win 7 automatically generates them.

Just restored to my oldest restore point (3 Days ago) and still having the same issue. Thinking back, I probably had this issue before then but i thought nothing of it and assumed it would fix itself.

Of concern to you should be why is your oldest restore point from 3 days ago. The time frame should be much greater.

To rule out malware, I'm going to need you to run Windows Defender Offline.

Windows Defender OFFLINE is NOT Windows Defender.

This is another example of some genius at Microsoft choosing a confusing name.

In any case, click on the WDO link in my signature.
That will take you to the microsoft site where you can download WDO. You will also find instructions there.

We also have a tutorial on WDO: http://www.sevenforums.com/tutorials/166445-windows-defender-offline.html

I strongly recommend putting WDO on a USB stick. Updating a DVD can be problematic and is inflexible.

WDO will run a quick scan automatically. When the quick scan finishes, run a full scan over all drives.

Expect the full scan to take 1 to 2 hours.

After WDO is finished and you have booted up normally, then upload the 4 log files in: \Windows\Microsoft Antimalware\Support
