Windows 7 gets stuck at "Starting Windows" screen

So, I know this isn't exactly a BSOD, but I couldn't find any other place to post it. Here we go.

Basically, it's exactly what it says on the tin. Win7 get stuck at the Starting Windows screen. I tried leaving it run for an hour and it didn't get any further. Thing is, this happened to me the last few times I turned on the PC, but I was always able to fix it by using the Startup Repair tool. This time, however, it didn't work. I looked all over the internet for any solution, but most of them require my Windows to start. I can't even start it in Safe Mode. I'm not exactly tech savvy, so I have no idea what might be causing it. Any help would be appreciated :)
